The finance department is in charge of closing the accounting ledgers at year-end and final reconciling of accounts. Accounts payable, payroll, and personnel issues are administered by this department. Finance also assists the auditor at year end. The annual budget process is centralized in the finance department, which is then used to create one cohesive preliminary budget. That is presented to the City Council, who has the responsibility to make changes as they see fit.
