Building Permit Procedures

New Construction, Additions to Structures

  1. Applicant submits the following information to the Building Official:
    • Completed building permit application, and
    • Completed plot plan, prepared by a register professional engineer or surveyor in accordance with City requirements (below), and
    • Completed Michigan Energy Code calculations sheet, and
    • Two sets (residential) or six sets (commercial / industrial) building plan
    • Electronic version of blueprint
  2. Building Official will forward the Plot Plan and copy of the application to the Department of Public Services for review and approval.
  3. The Plot Plan will be reviewed by staff for completeness regarding drainage, elevations, grading, utility connections & placements, trees, and zoning requirements.
  4. Upon verification of plot plan compliance with City standards and appropriate engineering practices, City Engineer will approve said Plot Plan.
  5. Department of Public Services will return approved Plot Plan with any applicable connection fees to the Building Official.
  6. Building Official will review building permit application for document completeness and upon approval will issue the building permit.  At this time any applicable bonds will be charged.
  7. The applicant will pay for the building permit, utility connection fees and applicable bonds at the City Treasurer.  Copies of the receipts will be provided to the Community Development and Public Services Departments.  Until proof of payment is received, no inspections will be scheduled.
Permit applicants should allow 10-14 days for the processing of building permit applications.  Actual processing time will depend on completeness of applicant’s submittal.  EFFECTIVE (DATE) INVESTIGATION FEES WILL BE CHARGED TO ANY PROJECT WHERE THE WORK HAS COMMENCED PRIOR TO OBTAINING THE REQUIRED PERMIT.

Renovations, Alterations, Repairs, Demolitions of Structures

  1.  Applicant submits the following information to the Building Official:
    • Completed building permit application, and
    • Completed Michigan Energy Code calculations sheet, and
    • Two sets (residential) or six sets (commercial / industrial) building plans
  2. Building Official will review building permit application for document completeness and upon approval will issue the building permit.  At this time any applicable bonds will be charged.
  3. The applicant will pay for the building permit, utility connection fees and applicable bonds at the City Treasurer.  Copies of the receipts will be provided to the Community Development and Public Services Departments.  Until proof of payment is received, no inspections will be scheduled.

  • St. Clair County Drain Commission
  • St. Clair County Road Commission
